Roy Cooper Flips North Carolina Senate Seat for Democrats

Former North Carolina Gov. Roy Cooper has won the state’s open U.S. Senate race, giving Democrats their first Senate seat flip of Election Night 2026.

What happened

Major free news outlets projected Tuesday night that Democrat Roy Cooper defeated Republican Michael Whatley for the North Carolina Senate seat left open by retiring GOP Sen. Thom Tillis.

According to CBS News and NBC News projections around 8:23–8:30 p.m. ET, Cooper was leading by a wide margin as results came in. The Associated Press also reported that Cooper flipped a Republican-held seat.

Cooper posted a short thank-you on X after the call: “North Carolina — I’m grateful for your trust. We have more in common than divides us. Here’s to building better days ahead!” The Democratic Party account called it a “DEM FLIP” and congratulated “Senator-elect Cooper.”

Why this race mattered

  • Democrats need a net gain of four Republican-held Senate seats to take the majority. North Carolina was widely seen as their clearest flip chance.
  • North Carolina had not elected a Democratic senator since 2008, according to CBS News and NBC News.
  • Cooper is a former two-term governor and longtime state attorney general. Whatley is a former Republican National Committee chair who had not held elected office before.
  • President Donald Trump endorsed Whatley and urged North Carolina voters on X to support “Great Patriots” with his “Complete and Total Endorsement.”

How each side framed the contest

Cooper’s campaign stressed living costs. CBS News said he leaned into a “make stuff cost less” message as voters worried about prices and the Iran war.

Whatley tied himself to Trump’s agenda and cast Cooper as too far left. On Election Day he posted that Cooper would “side with radical leftists” and urged voters to turn out “like your life depends on it.” Trump and Vice President JD Vance had campaigned with him in the closing stretch, NBC News reported.

NBC News also noted that a top Republican super PAC pulled late ad spending from the race as Cooper’s poll lead grew, and that Trump had even said at an October rally that Cooper was “going to become your senator.”

What it means for you

A Senate flip does not decide control by itself. Many races remain uncalled. But Cooper’s win is Democrats’ first pickup of the night in a state Trump carried in 2024, and it moves the party one seat closer to the four they need for a majority.

Counts will keep updating as more ballots are reported. Watch remaining battlegrounds before drawing conclusions about who will run the next Congress.
